You need to provide more information.

There are several ways to open a raw file into Camera Raw from Bridge. Which one - double-click, right-click > menu, drag and drop, etc? Depending, the Camera Raw plugin may open with Bridge as the host application, or with Photoshop as the host application.

Does anything happen at all? Any error messages?

Where are the raw files located, what type of drive?

I’d tried cmd-R (to get to Camera Raw) and then clicking “open” in Camera Raw several times without having Photoshop open up the image. After closing Photoshop a few times, everything started working fine. Puzzling behavior, but now things seem to be sorted.

OK. Just for the record, ctrl+R opens Camera Raw (ACR) hosted by Bridge. So this is a Bridge problem, not a Photoshop problem as such.

"Open in Camera Raw" from the right-click menu also opens ACR hosted by Bridge, while Open/Open With/double-click all open ACR hosted by Photoshop.

So if one stops, try the other. You can tell the difference in whether Camera Raw opens directly, or it opens Photoshop first, and then Camera Raw launches when Photoshop is running. This is all controlled by various background scripts.

in the future, to find the best place to post your message, use the list here, https://community.adobe.com/

p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.
