Photoshop Not Pasting in TImeline

Question

I am teaching an Animation 1 course and have the students beginning to animate in photoshop using frame-by-frame drawing in the timeline tool. When trying create something like a simple loop, I want to be able to copy a frame and paste it to the end of my video layer so I can have a seamless loop.

However, whenever I try and copy a layer it creates a new layer instead of copying that "frame" to the video layer on my timeline. This feature has worked in the past and this newest update seems to make it even more hit or miss. I am frustrated and so are my students?!

Process I have tried:

-Selecting with Lasso Tool AND Cmd + A to select my drawing

-Moving my playhead forward on my layer and pasting in place ( Cmd + Shift C)

-everytime it just creates a new static layer. (See image for what it does when I paste)

Any idea whats going on here??

@chloe_7766 it's been awhile in using timelines and frames in Photoshop. You have the option to create a video timeline or frame timeline. When I had to create mini Gifs many years ago for a client, I used a frame timeline as there were no sounds, and it was easier to work with

If I can recalled, I duplicated my frames... I quickly made a video for you say a bouncing ball. I created a shape on my artboard, and created a frame on the timeline. Click on the + to duplicate in the Timeline panel. As you can see, you can asjust the shape to a different postion, and duplicate the frame and move it again. Change the timeline and play on loop forever.

By layers, I was trying to create how yours did, I am a rusty.... I dragged my layer panel into the first frame in the timeline. Then I duplicated the frames again. The Timeline panel has a built-in looping option
