Photoshop not running with RTX 4070

(Hoping this community post does not get reply bugged so I can actually respond to the people that comment on it)

 

Just to clarify, I am the user "txvama" under a new account since for some reason, I can't seem to reply to anyone in my initial community post titled "RTX4070 made my photoshop unusable". Here's the issue I'm facing: I can't open any file on photoshop if I have graphics card enabled. When I turn it off, I am able to use photoshop (but obviously I still want to use it with graphics card enabled). Sometimes, Photoshop will completely bug out and not let me close it normally, and I am prompted with the pop up that says "Could not complete your request because of a program error". However, I am able to use photoshop if I open a file without graphics card enabled, then I turn on graphics card in my preferences while in a file, exiting the file, then opening up a new one (everything works like normal). But, after a while my photoshop will crash (5-10 minutes).


Here's what I've done and I've taken almost every suggestion under my Txvama post. 
1. Updated Bios
I am on a Ryzen, and I saw someone saying that this issue will resolve itself if you do a BIOS update. I did it, and nothing happened. I downloaded the correct Ryzen drivers too.
2. Reseeding GPU
Now, initially this worked and gave me a lot of hope. I changed my GPU power output so that it didn't share the same output with the motherboard and it worked for the first few launches of Photoshop. But now, I'm faced with the exact same problem as I said before.

3. Studio Driver and Geforce driver update
Initially, the studio driver update worked for 2 photoshop launches, then it photoshop broke again. I did a clean installation and all, still nothing.
4. Previous version of photoshop

Seems like previous versions of photoshop just stop working altogether. The issue still persists.

5. Uninstalling and reinstalling photoshop

Didn't work.

6. Trying different plug and outlet for my PC
Also didn't work.

 

Anyone have anymore suggestions? I don't know if theres much more I can do on my end. If all else fails, I'll just have to return this GPU. I posted this previously but I couldnt reply to anyone in the comments for the post. I hope this one allows me to reply.
