Photoshop not working when computer has 2 users

Can anyone solve this one please.  I hae two users on my Mac and one my side PS works aboslutely fine.  For the other user, when I try to open PS from lightroom I get the message below  How can this be when I am the Adminstrator and its only me that keeps the system up to date.  I have reinstalled 3 times, but it makes no difference.  This has only happned since the lat update.  Any ideas????

Even Macs have user privileges. The secondary user may simply not be in a group that has sufficient access to all file components. A right-click or a File --> Info on the application package is your friend or you tweak the user profile permissions globally from the respective system control panel.

Ok, but I dont understand why it suddenly doesnt want to work when its been
fine for about 5 years!
