Is there a plan that will allow me to use photoshop on my laptop as well as my ipad please..

Any subscription plan that includes Photoshop will allow both Desktop and iPad. This includes the "All Apps" plan, but also includes the "Photography" plan, and the "Photoshop" single app plan.
