Photoshop performance issues. Crashing, Very laggy

Apologies if this is in the wrong area.
I recently redownloaded Photoshop as I now have access to it again via my job. However, it runs extremely poorly on my home PC. Borderline unuseable. The only way I can describe is... it's as if it's running at about 3 fps. And it crashes, CONSTANTLY from the smallest things, like appying a noise filter for example. I've used Photoshop in the past on this exact set-up, the exact same machine, no specs have changed. So im not sure why it's suddenly struggling. I've tried reinstalling, clearing the cache, allocating the recommended 80% ish ram. I have 32GB ram and allocated photoshop about 20GB if it needs it. But it never used more than about 3GB. Unchecking GPU accelaration and re-checking
At first I thought it just be because Im working on a large canvas. I'm a graphic designer so sometimes work on A1 size canvas. But I have the same issues with A4/5.
If anyone has any ideas it would be greatly appreciated!
