Photoshop refuses to open an image that shows money in it

I took a picture of a receipt, creatively showing the cash, but when I tried to open image in Photoshop, after make camera raw edits, Photoshop refused to open it. Since when is taking a picture that includes money illegal? Why is Photoshop censoring my image?

The pop-up said that: ”This application does not support the printing of note images,” which I was not what I was doing. All I was doing was attempting to open an image. I understand the counterfeiting is illegal, and printing images of money might be illegal under certain circumstances, but how in the world can anyone ever edit an image that incorporates US legal tender?

I went to the website, and see nothing there that says one can’t open a picture that show currency-

The Counterfeit Detection Act of 1992, Public Law 102-550, in Section 411 of Title 31 of the Code of Federal Regulations, permits color illustrations of U.S. currency, provided that:

  1. the illustration is of a size less than three-fourths or more than one and one-half, in linear dimension, of each part of the item illustrated;
  2. the illustration is one-sided; and
  3. all negatives, plates, positives, digitized storage medium, graphic files, magnetic medium, optical storage devices and any other thing used in the making of the illustration that contain an image of the illustration or any part thereof are destroyed and/or deleted or erased after their final use.

This seems like Adobe is going way too far in censoring imagery that shows currency, and is well beyond the scope of what is required by law.

Photoshop 2026, version 27.1.0, macOS

Hi @Robert Ripps, thanks for reaching out!
Photoshop has a built-in counterfeit deterrence system (CDS) that helps prevent the illegal duplication of banknotes. This feature was added at the request of the Central Bank Counterfeit Deterrence Group (CBCDG), which is a consortium of central banks worldwide.

Thanks Aleke, but that doesn't really answer my question- how is merely trying to open an image that includes money illegal, since it in no way violates The Counterfeit Detection Act of 1992, Public Law 102-550, in Section 411 of Title 31 of the Code of Federal Regulations?

Note "the feature was added at the request of".

It has always been like this. Photos showing currency have been blocked as far back as I can remember.
