Photoshop rotate tool not working

Hi, iI have discovered that my rotate tool generates a 'could not complete your request because it only works with OpenGL enabled document windows.' So I Googled this and tried the fixes mentioned. ie. Go into settings>performance>use graphics processor and check UseOpenCL.

This didint work so I updated my Photoshop and now the rotate tool works but there is nothing to rotate! there is no canvas and no image on the screen (only the thumbnail in the navigator panel) unless I uncheck the use graphics processor box and then my canvas shows again but the rotate tool doesnt work. Is this a problem with my graphics processor? (AMD Radeon Pro 5700 XT 16 GB)  its annoying as I use the rotate alot and it still works perfectly in Illustrator. Any ideas?

3.8 GHz 8-Core Intel Core i7 running Sonoma 14.4.1

ok just in case anyone else is having this issue I solved it by going into settings  - technology previews - unselecting the Deactivate Native Canvas checkbox

this does need the use graphics processor box to be checked though as it tells you this when you hover over the setting

The rotate tool compass that shows when you select the tool is not in the middle of the canvas but it at least works now.
