Photoshop's "Select > Similar" menu item is grayed-out

I have an image that has several Text layers.  When I select one, then go to the Select menu, the "similar" menu item is grayed-out.
I have used this extensively in the past.  Is there a Preference option that needs to be modified?
I've attached a file that shows the issue.
