Photoshop Tools Disappeared, Generative Fill Creates Black Shadows

Some of the behaviours that you have reported sound like GPU issues. The Nvidia 4070 shouldn't be having problems, but it is a possibility.

That you had uninstalled and reinstalled should have taken care of resetting preferences as Claire H. had suggested, but it might be worth tryin that again.

You also might also assure that studio rather than gaming drivers are being used for the Nvidia GPU.

I've seen the following help with other issues involving Nvidia cards—disabling or turning off G-sync has helped other issues. You'll have to browser search for how to do that. I'm a Mac user.

I found a note I had made that said, "uninstalling Nvidia driver via GeForce Experience and installing Studio Driver instead" may have fixed someone else's issue.

I suspect that the GeForce Experience might be where one could disable G-sync to see if that helps the issue.
