Photoshop update is completely buggy. Cannot open any files without error.

I have been trying to fix this forever. And have done everything Adobe and the community suggests. And everytime I update Photoshop I get this error (cannot open file due to error). Only older versions of Photoshop will work.

It is quite distubing.
