I just updated to the 2019 version and it has lost my actions.  The list is there but the entries don't do anything.  How do I fix this?

If you can see them in the Actions panel, can you twirl them open and see the steps as below?  This assumes you are not using Button Mode from the panel options.

What operating system are you using?

If Windows, can you see them in the Presets folder?  Note, you need Hidden files and folders turned on.

    C:\Users\[user name]\AppData\Roaming\Adobe\Adobe Photoshop CC 2019\Presets\Actions

If not there, go to the CC2018 Presets\Actions folder, and copy to the current version folder

Do I feel foolish. Your post reminded me.  The update switched off button mode.  I have used Button Mode for so long I forgot what standard mode looked like.  When I switched on Button Mode everything started working.  <chagrin>

Great that you found your actions in button mode.

Though Adobe lets you carry over settings from previous versions when updating, I highly recommend to backup anything important to you, this is how I organize mine.

    Reset your CC2019 preferences file?

Otherwise I doubt that the following will help, but I’ll throw it out there anyway:
