Photoshop using 0% CPU, not starting.

Issue
Photoshop, within the past two hours, has started using zero-percent CPU usage, and will not start.


Version

My current Photoshop version is 26.9.

 

Reproduction
Attempting to open any Photoshop file, in which it shows in Task Manager, using zero-percent CPU usage, and zero disk usage. 

 


Processor - 13th Gen Intel(R) Core(TM) i9-13900K
Windows Version - 24H2 - 26100.4652
Graphics Card - NVIDIA GeForce RTC 4080 SUPER

Extra
This issue occured randomly today, no computer restart occured between the last time Photoshop opened and now. Since the bug appeared, my computer has been restarted, files have been manually removed from my Adobe folders for a hard reinstall. Manual and creative cloud reinstalls have occured and proven unfruitful. Adobe Creative Cloud Cleaner has proven unfruitful.

The application shows up in task manager, however does not start.

Just checking in to see if you're still experiencing the same behavior? If yes, please go to the Help menu in Photoshop, then System Info, and copy the text. You can share the info with us by either pasting it as a reply here or in a text file and sharing the file with us.

Apologies to hear about this, and thank you for sharing the details and the steps you've already tried. A few more inputs would really help us dig deeper:

 

  • Do you have any antivirus or security software running that might be blocking Photoshop?

  • Are you using any peripherals (e.g., external GPU, docking station, tablets) when this happens?

  • Do you see the Photoshop splash screen at all, or does nothing appear visually?

  • Also, is Photoshop set to use your dedicated GPU or integrated one? You can check this in the NVIDIA Control Panel under “Manage 3D Settings.” Here's a guide for reference:
