Photoshop v.26.2 operating on Windows 11: Transform tool not working

Per the title, my transform tool is not working.

"Show transform controls" is on. 

Grabbing the pinpoints to scale and it will not resize the image. As a matter of fact I'll click the image, and the transform box appears, however when I click the pin points the tool and layer will unhighlight in their respective workplaces.

 

I pressed the edit tab for free transfom and clicked skew/distort and still nothing.

While attempting to follow the above, I checked the PS and tested the original problem. It seems to have resolved itself. 

 

Thanks for the help, will use the directive should it reoccur.

Didn't realize the second screenshot didn't capture what I meant. In the attached, the move tool will unhighlight, and the layer box will seem to deselect when grabbing the pinpoints. It's as if the system disregards theres an object there. For added clarification, I've also converted the object into a smart object to no result.
