Photoshop will not open.

Question

My Photoshop and sometimes Illustrator just won't open. The icon bounces in my bar but never opens, I have to restart my computer or uninstall and install the software again. This has been going on for a while and it is really frustrating.

What have you done for all-purpose trouble-shooting so far?
Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
