Photoshop won’t download or even give me an option

So I have this really old version of photoshop from my college that I used and I tried loading it so I could edit some pictures for my job but every time I try to load it, there is no picture or option

Version 9.0 is CS2 from 2005. That's almost 20 years ago...

 

CS through CS4 can no longer be activated. The activation servers have been permanently shut down.

 

In other words, don't waste any more energy on this. There's no way to get it to work.

In addition to DFosse's correct answer, Photoshop has been subscription only since 2013. Here are the plans:

Select "Individuals" from the top navbar and "Photo" from the Category list on the left.

 

The most affordable is the deeply discounted Photograph plan (annual commitment), payable at $9.99 monthly.

 

Or you might consider the Photoshop plan which has an option for a monthly plan that can be cancelled at the end of the month without an early cancellation fee if you only need it for a month.

 

With either choice, start with the free 7-day trial. Be sure to cancel by the end of the week or it will roll into an annual plan.
