Photoshop won't open

I've been using Photoshop for a few years.

Windows 10. 

Today it won't open. 

It won't open from CC either. 

I've tried some of the fixes I've googled.

Then tried to uninstall, so I could reinstall.

It's telling me I have to close the app.

I can't see anywhere where it shows it's open.

Hello.
Open Task manager.  In Processes menu try to find Photoshop's task. Maybe it's open. If you find it just end the task and try open it again.

Perhaps try resetting Photoshop preferences?

(read this entire post before acting please)

Resetting restores Photoshop's internal preferences, which are saved when Photoshop closes.

If they become corrupt then various issues can occur.

Manually removing preferences files is the most complete method for restoring Photoshop to its default state:

The user Library folder is hidden by default on macOS.

You may want to backup your settings and custom presets, brushes & actions before restoring Photoshop's preferences.

I've only looked at the top section under Apps.
Now I see it in Background Processes. I closed them there and now I'm fine.
