Photoshop won't open

Did you try deleting the preferences to reset them ( https://helpx.adobe.com/photoshop/desktop/get-started/settings-and-preferences/backup-and-restore-preferences.html )?

Also have you tried booting PS while holding down the shift key to see if you can launch the app without plugins?
