Thanks for all the support.
I found the issue.
I apply the Creative Cloud Cleaner Tool --- Delete Photoshop.
Next I did Install 24.4.1.
Before open Photoshop, Press Shift to open the app to skipping all the plugins.
Then, locate the problematic plugin and delete it. And it works!
Now I'm back to 25.1
