Photoshop wrong saves a PDF file

I have a huge problem with saving a file from Photoshop to PDF.

This is how layer box looks in PS:

And right after exporting to PDF:

I waste 2 hours trying to source what is the problem.

1. Already changes font - not working.
2. Update Photoshop to the newest version - not working.

3. Make new layer, with new settings - not working.

4. Export as JPG and convert to PDF, or making rasterize layer is not an option. I'm looking for high quality PDF converted from PS. Or this is not right software? Which software should I use then?
