I have tried deleting the user preferences files and the betas (uninstalled). But the issue hasn't been resolved.

Hi Kglad, I fixed it using "Adobe Creative Cloud Cleaner Tool". There were 2 versions of Photoshop installed, I simply deleted that along with 2 beta After Effects and Illustrator. Phew!

I just removed the all other betas I had installed and photoshop finally opened.  I had media encoder and premiere beta installed

after uninstalling all betas (not just ps beta) did you uninstall ps, restart your computer and then install ps (but no betas?)
