Pinch to Zoom in Photoshop never recognises pinch to zoom. It always works on other apps like Paint.
I have already tried all the troubleshooting steps (like toggling "Enable Gestures" or resetting preferences) that I could find via LLM's

Also, try updating Photoshop to the latest version to check if that makes a difference.
