Popup showing after clicking "Do not show again"

Photoshop keeps showing this popup:

"We created a new layer with your edits to help you make changes without affecting the original content."

after i clicked "Do not show again" a couple dosen times (every time it shows up). 

 

Steps to reproduce: use Remove tool on Generative Fill layer. This creates a new layer and this message pops up. After a click do not show again it stops showing for some time and then begins to show again a little while later.

 

Expected behaviuor: "do not show again" means i wont see it again.

@viktoriya_1808 Sounds like a corrupted preference. But before we reset one of the settings, Command K (MAC) to open your Photoshop Prefernces - Tools - Uncheck Show Rich Tooltips (this will removes the animations/videos that pop up when hovering over tools!) 

Next, you might need to Reset All Warning Dialogs' in your Photoshop Preferences - General. Restart Photoshop. The next time the popup appears, click "Do Not Show Again" one last time. This should help it to "re-registers" the preference correctly.
