Pressing ESC repeatedly no longer stops actions from running

Pretty simple really.

Pressing ESC used to stop actions from running. Now it doesn’t.

Please reinstate or let me know what the “new way” is to stop an action from continuing to run

What language and the version of the operating system working on? Could you record your screen showing this workflow?

As a temporary workaround, try this in the Actions Panel > go to Menu > Classic Mode and restart Photoshop.
