Problem with Preference file

It seems like my Preferences file gets corrupted just about every time I logoff/login, so, for example, my scrubby zoom won't work until I delete/reset the file.  I'm thinking I can go to Properties and set the file to read-only, i.e., lock the file.  Problem is, I can't find it.  I'm running Photoshop CC 2018 on Windows 10 64x. In the folder Adobe Photoshop CC 2018 Settings, I'm expecting to find Adobe Photoshop CC 2018 Prefs.psp.  I do find several .psp files, including UIPrefs.psp, but no general Photoshop preferences file.  Can anyone advise me on this problem?

On my Windows 10 PC it is in :

However - I doubt setting files to read only will be the answer. Photoshop writes preferences on closing, so it sounds like yours is not closing down correctly

I don't know if this has anything to do with Windows 10 but here on Windows 7 it's definitively there...
