Problem with shapes

Whenever I create a shape, using the shape tools, I can't seem to be able to edit it at all.
Let's say I draw a rectangle using the rectangle tool. It gets created; however, after its creation I literally cant edit it at all, even when I am on the rectangle tool. (The properties menu is not there)

I used to be able to edit any shape, using the properties menu, but it is just no longer there now.
