Problems with billing

Hello.

I just bough photography plan subscription. I was charged with a money (it stated in my bank account) but in my adobe account there is no such plan listed. I can not download photoshop and I can not find a contact to a real representative to help me with this issue (as a chat assistant requires an active  plan for connecting to a real person). 

So where is my money went and how do I actuallly can use photoshop?

@Evgeniia35579525o8zb download and install the Creative Cloud app from here

https://creativecloud.adobe.com/apps/download/creative-cloud?locale=en

Sign-in with your Adobe account and then you should be able to install the apps you paid for

And still can not download the app (it redirects to the error page https://creativecloud.adobe.com/errors/5XX.html) or contact the agent via chat bot (as chat bot do not see that my account has an active plan). Please help.

Update: My plan is listed in my account now, but when trying to download the app it redirects to the error page
