Proportional scaling acting weird

Hello! 

 

I have the same version of Photoshop installed on my work and personal computers, using the same CC account on both... When I try to scale proportionally (holding shift with Legacy Free Transform or using the link button at the bar) on my work pc, it only works with the diagonal arrows.. the "maitain aspect radio" disables when I try to scale the sides/top/bottom. On my personal pc everything works fine, it will keep the ratio no matter where I drag the image. I already tried uninstalling and installing again on my work pc, but NOTHING seems to fix this. Help please?

Please check that your preferences are set the same on both computers. Preferences -> General: [ ] use legacy free transform

Like I said they both have legacy free transform... otherwise I wouldn't need shift to keep the ratio... so the issue is not there unfortunately.
