PS Cloud update 27.2.0 is no longer able to edit the toolbar.

After I upgraded the Toolbar can no longer be edited. The right panel (Extra Tools) is blank. There's nothing to chose from.

I found the "problem". When PS updated, it moved ALL tools to the sidebar, leaving nothing in the Extra Tools window. All I had to do was remove tools I don't use back to the right panel. All is well.
