PS Font Menu jerks around erratically, repositions on its own

Hi,
I have had this problem for a year.
It manifests in two ways:
1) Whenever I open the font pulldown menu in Photoshop (any of the font menus) the top third to two thirds of the menu indents at random spots and jerks erratically as I move the cursor and scroll. I have attached some pics so you can see what it looks like mid scroll. Every time I the cursor moves the whole menu sporatically changes its alignment, making it difficult to get the cursor over font names. All the fonts should be left aligned vertically (and stable aside form scroll), but as you can see they indent at random locations.
2) Lets say Arial, and Times were two fonts I used yesterday and as such, they appear at the top of the Fonts menu as "recent fonts". As I scroll down the page, and if my cursor happens to hit Arial, the menu pops to the very top - teleporting me to the short list of recent fonts. Like it's saying "oh don't use that one use this one at the top instead!" This is incredibly difficult when the font you accidentlly hover over is later in the alphabet, say Times for example. So perhaps you wanted the font right after Times, but your cursor accidentally touches Times - pop! You are teleported right back to the very top of the menu again and have to start scrolling down all over again to the font you wanted.
I have tried
reset PS preferences
clearing the font cache (deleted the folder)
Updated to the latest version of PS many times.
Removed any conflicting fonts
Any suggestions?
