PS shortened window not working

Photoshop's shortened tool windows fail to open on click. Not all the shortened tool windows fail but I have one in particular that doesn't open.

I have a link to an iCloud storage where you there is a screen recording that shows my issue. It's a recording of only my first screen where I keep the tool windows.

When a tool window is opened its icons inside behave properly on click. Also the shortened tool windows all open normally when I move their handling bar onto the Phostoshop app window. It's when  the  bar is moved outside of the app window that it doesn't guarantee click activation. Thanks
