Ps stalls with each command

When attempting to select a different tool or add a new layer, photoshop stalls. The only work around I've discovered is to enter ctrl+alt+delete then press the "cancel" button. The Ps workspace then reappears with the desired command completed. It's a work around of sorts, but it doubles the time I spend doing anything in the program. Solutions?

@francisg630 Go to Photoshop Help Menu/System Info and copy/paste details in a reply. Post only once as the system takes time to process the large amount of data.

What have you done for all-purpose trouble-shooting so far?
Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
