Puppet warp pins not working

I cannot re-position any pins at all. When I've positioned the pins and decide I want to make adjustments, I can only ROTATE the LAST pin I added. I am working on Windows and Mac, but this happened only for the Windows. Anyone with similar problems? Any suggestions are highly appreciated!

A few ideas…

Any Photoshop updates available?
Have you tried resetting the Preferences?
The Creative Cloud app allows for multiples versions of Photoshop to be simultaneously installed. Is this problem unique to the current version of Photoshop that you are using?
