Quick Actions not showing in Properties (Photoshop 2019)

i kinda need help

alright so basically i havent touched photoshop for a while now, and now im back using it, wanted to edit something for my assignment

alright point is, back then ive always used remove background (quick action) in photoshop right, but now im back using photoshop,  wanted to use the remove background (quick action) but its not there

ive tried rasterized the layer, didnt work, ive tried many things, didnt work, so whats should i do here
