RAW images with AI Denoise applied open as Layer 0 and not Background Layer

I installed the latest ACR update, when I apply Denoise AI to a  RAW image, it opens as Layer 0 in Photoshop 2025.    I spent two hours with ADOBE on the phone and the only explanation seems to be that the file is still a RAW file and not "saved" as in the prior version of Denoise where a second enhanced image was created.   The service person said that this does not happen in Lightroom and to use lightroom.  I don't use Lightroom and don't want to switch (not the issue). I find that answer unhelpful.   I can always make a new locked Background layer in PS.   Is there a solution or is this a bug in the Denoise AI update in ACR.

I can confirm that this is the way it behaves, but...I have to say, I spend a heck of a lot more time converting Background to Layer 0 than the opposite. But maybe that's just me.

 

It's probably just an oversight. The difference between a floating layer and a Background layer is that a lot of optional properties have been stripped out of the latter. It's just very much simplified.

 

In any case, most users would agree that this is a huge step forward, in that you no longer need to handle duplicate sets of the same files. That's a relief. And it's now re-editable.

 

(oh, btw, the reason this doesn't happen in Lightroom, is that Lightroom doesn't yet have this new function).
