Recent file icons not updating until restart of application. Recent files in menu are accurate.

Issue: 

• Photoshop version: 26.10.0
• OS: Windows 10

Steps to reproduce:

1. Open document
2. Close document
3. Attempt to open document again using 'recent' icons
4. document does not exist in icon list but does in traditional menu.

Expected result: Have document show in icons
Actual result: Document does not show
