hola, ¿porque en la version 26,1 de photoshop no esta activo el relleno generativo?

Generative Fill is active in Photoshop 26.1. The question is why is it not working for you? One possible reason is that you have a managed plan and IT has disabled it.

Did it work for you before with earlier versions?
