Removal tool Freezes and Consume all PC RAM while PS is open (v25.1)

Win 11 Pro - PS v25.1.  After new version installation while using the Removal Tool the Progress bar opened and froze. I had to press Cancell but noticed that Photoshop was using 99% of pc RAM (that is 64GB of DDR5!). I had to close PS and after a minute memore was freed.  While working for approximately 2 hours (with heavy usage of Removal tool) it happened 3 times. It also created a System Log Event  [Windows successfully diagnosed a low virtual memory condition. The following programs consumed the most virtual memory: Photoshop.exe (22276) consumed 180014268416 bytes, chrome.exe (2680) consumed 517480448 bytes, and steamwebhelper.exe (16200) consumed 328593408 bytes].
