Remove photo sheet repeating pattern from restoring Black and White old photo

Hello everyone, hope someone can give me some directions on how to restore some Black and White old photo. 

 

The problem that I encountered is that those old photos were printed on matt paper.  After scanning them into the PC, I have trouble to remove those paper style pattern.  I searched whether Adobe Photoshop has a function to remove situtaion like that, but I have no luck.  The closest one I can find is RetouchPro.  However, I want to avoid using 3rd party program as much as possible.  

 

Does anyone have expertise on this field?  Thank you very much!!

 

Picture i have to edit (The face part must be cleaned because the dotted pattern is too obvious) (I have over 100 photo with similar situation)

 

Solution found at yotube, but want to avoid as it is a third party software

This is the FFT filter used in the example posted

The original photoshop developers put in a plugin structure to enable third party plugins to be used to extend photoshop's capabilities.

As you can see in this example the FFT filter works very well.

Hello i searched and i cannot find FFT filter in Photoshop.  Rather i have to download from a third party. 
Is that how you do it?  Thank you.

Yes, there are free fast fourier transform filters available online.
