Make sure the "Remove Tool components" have been installed. Open the Creative Cloud Desktop app, go to the Apps tab, find Photoshop in the list of apps, click the three dots (...) menu in the lower left of the app card, and select Get add-ons. You should see Remove Tool components. If it offers, try installing from here.
