Remove tool not showing

I have photoshop 26.6 downloaded. When I open it through creative cloud (or any other way) the remove tool is not in the tool box. I've uninstalled and reinstalled photoshop, I have reset my workspace to essentials, and I've reset the tools in the tool box. Nothing I do makes the remove tool appear.

@zaks27297141 With Photoshop open can you go to Photoshop's  'Help' menu, choose 'System Info' and click on the copy button. Then paste into a post here.

When you reset the tools, did you do it in the options bar or did you use Restore Defaults in Edit menu > Toolbar?

One more thing to check: although you have 26.6 installed, you may have opened an earlier version that does not include the Remove tool. Double check to see which version you actually have open.

I was thinking along those lines:  users sometime keep on using the same shortcut (which is for the older version) and not for the updated version.

Have you used EDIT>TOOLBAR? 
Below is a screenshot from The latetest version of PS.   I have mine set to dark mode.

I have. I went there and I reset tools and that tool is no where to be found on either side. It's like it doesn't exist anywhere
