Remove Tool not working after using Generative Expand

After doing Generative Expand, the Remove Tool no longer works. It just shows a circle with a line through it.  I am on the latest version of Photoshop 25.5.0 and running Windows 11.  It works fine after doing Content Aware Fill but not after Generative Expand.  Anyone else encounter this problem?

@Kevin Stohlmeyer I'll share a screenshot the next time I run into the issue. It's not consistent.

@Sooks Media not getting the same issue. Can you share a screenshot of your merged layer (layers panel open) with the tool selected showing not working? Thanks

@Kevin Stohlmeyer I'm not working on a Generative layer. After I used generative fill, I merge to a new layer. The Remove tool becomes unresponsive until I restart Photoshop. I ran into this bug 3 times already.

@Jeff A. Goulden @Sooks Media you can't work directly on a Generated Layer. Create a blank layer above and make sure the tool is set to use all layers.

I'm also having the same issue on the latest version of Photoshop 25.6.0. After using the generative fill tool, the remove tool becomes unresponsive.
