REPORT - PHOTOSHOP PERFORMANCE ISSUE

In a first step try to disable the option to "Use Graphics Processor" from Photoshop by going to Preferences, then Performance. Once done, quit & relaunch Photoshop to check if that helps.

If it helps, you can check out the steps suggested here:   https://helpx.adobe.com/photoshop/kb/troubleshoot-gpu-graphics-card.html

You wrote that you’re using a notebook. I think there’s a CPU with a internal GPU inside. The internal GPU can caused several issues. Try to deactivate this GPU in device manager in Windows and check.

If the issue persists, you can try to reset the preferences of Photoshop using the steps described here: Reset preferences

Please backup your settings before resetting the preferences. You can check:

Migrate presets, actions, and settings (adobe.com)

If this all doesn’t help provide a copy of your 'System Info'. This can get from the Photoshop menu item Help > System Info. There's a copy button in the System Info dialog. Press this button and paste the info into a text file and attach it to your next forum post.

BTW: For a better readability don’t format your text in red on grey. Use black on white only.

    My System: Intel i7-8700K - 64GB RAM - NVidia Geforce RTX 3060 - Windows 11 Pro 25H2 -- LR-Classic 15 - Photoshop 27 - Nik Collection 8 - PureRAW 6 - Topaz Photo AI

I went through all that process, then reinstalled the entire AODBE package, and even then Photoshop refuses to use my computer's resources properly.

Hey @arthur.filippi, thank you for trying the troubleshooting steps shared by @AxelMatt.  Is Photoshop the only program you’re having lag issues with?
