Rotate broken and seemingly fixes itself at random.

I've noticed Photoshop keeps pretending like the Open GL box is not checked even though it is.

It's basically a crap shoot whether or not my rotation tool works. Sometimes closing a opening works. Sometimes restarting works. I have yet to figure out a way to unbreak it though. It just seems to work eventually after fussing with it for about 15 minutes. It's very bothersome as I have work to do. I don't pay 10 bucks a month for a broken program.

Hi, could you please post the contents of Help>System Info... we might see if there is not an integrated GPU that might cause issues, or a problematic set of driver, etc.

 

Please state what you did so far, if you do not provide some information, besides the model of your graphic card, no one will be able to help you...

Sounds good. Looks like no one actually helps on this. I'll be cancelling my subscription.

Hello, there are hundreds of threads per day, also, you did not provide enough info to be helped, nor replied on the steps you did to troubleshoot your issue.

Most of the responders here are volunteers, not Adobe Staff.

For instance, please post the contents of Photoshop's Help>System Info... menu, so that we get to know your OS, its version, the exact version of Photoshop you are running, the date of the GPU driver, etc.

I suspect a problem between GPU, its drivers and Photoshop's code that forces to revert to another method.

This issue is often caused by conflicting GPU drivers, old drivers, or a graphic card that is not powerful enough for the modern code: again, see https://helpx.adobe.com/photoshop/kb/troubleshoot-gpu-graphics-card.html
