@FFSB - You’re working on a ARM-based Windows machine. Similar to the Remove Tool not being available for ARM devices, there could be a underlying gap in compatibility here. I am checking in with the team.
@jamie_0983 - As per the System info, there could be two points of failure.
- Your machine only has an intergrated Intel HD Graphics adapter which may not be sufficient for the current and modern features. Please update the GPU drivers from Intel’s official website, or check if a discrete/dedicated GPU can be added to the machine.
- A group of our user report failures across Remove Tool, & Select Subject if their Windows username contains non-ASCII / Unicode characters, such as yours C:\Users\JGILLH~1\

Please update the GPU drivers & then follow the steps n the content here to configure the default GPU for Photoshop:
