Rotation delay Touch gestures [Surface Pro 11)

When I try to rotate the image with two fingers, Photoshop doesn't do it immediately but only after half a second. It's as if the program is deciding whether I'm trying to zoom, pan, or rotate. This delay really annoys me. I don't have this issue in other apps. Does anyone know what I mean and have a solution?

I had to think how I could test this.

I have an Intuos 5 Touch so I enabled Gestures, restarted and tried to rotate with two fingers, and nothing happened.

I also have an XenceLabs Pen Display, which does not have touch, so that was no good.

Then I thought to try it on a MacBook Pro M2 using the touch pad, and it worked flawlessly.  It was fast and smooth and had absolutely no problems.  This was with a 6960 x 4640 image, but only one layer.

 

I wonder if the Surface Pro uses a different API for rotate?  It seems likely that there would be a difference between Mac and Windows hardware in this respect.  

 

I found this thread where Adobe employee @CShubert suggested resetting Preferences which did the trick, but I am not sure what hardware was involved.  There are posts from both Windows and Mac users in this thread.
