ruler guides disappear when i drag them

i recently started using photoshop cc2017 at work and noticed that some ruler guides disappear when i drag them while others work properly...any ideas why this may be? i have show guides on.

    You mean the cyan guides rather than rulers? 

    If you drag out a guide while their visibility is turned off (Ctrl ; ) then.  If you use the short cut the 'invisible' guide you just dragged out, should appear for you.  You can adjust a guide's position with the Move tool.

    I’m using Adobe Photoshop Elements vs 19.0 on a MacBook Pro running macOS Monterey vs 12.1. This is a new computer running new software. I’m having the same problem. Guides aren’t visible on my image when I drag them - either when I first drag them into the work space them or move them onto the image - they're only visible when I drop them. I’ve changed the color. Nothing I do helps. Very frustrating, because my previous MacBook and previous Adobe Photoshop Elements software, this feature worked perfectly. View/Guides is checked (on)
