running current photoshop and CANNOT get rid of the new interface. I check "use legacy interface" and nothing happens....why not

Running an iMac with Sequoia 15.7.3 and Photoshop 27.9.1. I have no use for the new New Document splash screen. In the past, clicking the “use Legacy New Document” option worked….now it does not...why not????
