Running newest Photoshop features

I have an older Dell PC running Windows 10.  I can successfully run Photoshop and Premiere via CC, but because my graphics card is not powerful enough, I can’t run any new PS features, and am forced to use a much older PS version.  So … I’d love to switch to Mac.  

Questions:  Can a Mac Mini run all new PS features?  Is the graphics card powerful enough?  What version of the Mini would be required?

    Is this a desktop? A much cheaper and simpler solution is to just install a newer GPU, like an RTX 4060 or 5060, which you can then migrate to a newer machine when the time comes to replace the whole thing.

     

    (*although check first that your power supply has a separate PCIe 12V connector for the GPU. All newer power supplies have that, but maybe not on older ones.)
