Save a Copy - PDF, High Quality Print opens as Truncated

For the past several versions of Photoshop, I’ve been experiencing a recurring problem when saving my files as PDFs. My files are specification sheets that are 8.5 x 11. Very standard.
When I select Save a Copy > Photoshop PDF and save using either the High Quality Print or even Smallest File Size preset, Photoshop appears to save the PDF successfully. However, when I try to open the resulting PDF, I receive an error stating that the Page content might be truncated. All it shows is a blank white square.
This has been happening consistently for the past few months and has become extremely frustrating. As a designer, PDF export is an essential part of my workflow. I regularly create PDFs for my company’s website, vendor websites, product documentation, and printing, so I need to be able to rely on Photoshop to generate valid PDF files.
I’ve tried numerous troubleshooting suggestions I’ve found online and in responses to similar Adobe Community posts, including changing the PDF save settings, flattening my files before saving, checking my output, and even creating new files from scratch, but the problem continues.
Could someone from Adobe please take a closer look at this? Since the issue has persisted through Photoshop updates, I’m beginning to wonder whether this is a bug rather than an issue with an individual file or save setting.
